There is a question as to whether God wants to help some and not others. A companion question is whether God will forgive some but not others.
The answer to any question is always in the Word of God. The Word of God expresses God’s thoughts.
How do we know the Word of God, the Holy Bible, is reliable? One of the purposes of this site is to show how many prophecies spoken at different times, different places, and from people in different standings in life, all centered in and have been fulfilled in Jesus’ birth, life, death and resurrection. These were inspired, prophetic utterances.
II Peter 1:21 For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved by the Holy Ghost.
The emphasis is on “holy men” who were provenly devoted to the Lord, not “all the king’s men” or “shills” with a hidden agenda of speaking to gain power, money, position, fame or some other objective, rather than speaking “truth to power”.
Read, for example, the book of Jeremiah and see what he suffered. Find the end of the apostles, of Isaiah. And of course, Jesus himself suffered more than anyone, for the sins of all mankind.
Jesus willingly suffered, died, and was resurrected for the redemption of mankind, for “whosoever will” repent and receive it.
Matthew 26:53 Thinkest thou that I cannot now pray to my Father, and he shall presently give me more than twelve legions of angels? 54 But how then shall the scriptures be fulfilled, that thus it must be?
There is the reliability of probability. 300+ prophecies fulfilled in one person beats any “odds of the house”. And while “odds of the house” is a gambling term, there is a “house” of atheists, agnostics, and skeptics that seek to bet against Jesus Christ. Historically, they have already lost. There are atheists or skeptics who have sought to disprove the claims of Jesus Christ and ended up becoming believers.
When people have acted on the Words of Jesus and the Word of God, they have found those words to be reliable, they have experienced what the Bible says they will experience.
There are popular sayings that apply here. “A person convinced against his will is of the same opinion still.” “You can bring a horse to water, but you can’t make him drink.”
Assuming that you understand the reliability of the Word of God, we will look to it for answers as to whether God chooses some and not others. You can have confidence that God wants all men to be saved.
God Wills for All to be Saved
II Peter 3:9 The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.
I Timothy 2:3 For this is good and acceptable in the sight of God our Saviour; 4 Who will have all men to be saved, and to come unto the knowledge of the truth. 5 For there is one God, and one mediator between God and men, the man Christ Jesus; 6 Who gave himself a ransom for all, to be testified in due time.
God Desires for People to Repent and Be Saved
Acts 17:30 And the times of this ignorance God winked at; but now commandeth all men every where to repent:

God Is No Respecter of Persons
Acts 10:34 Then Peter opened his mouth, and said, Of a truth I perceive that God is no respecter of persons: 35 But in every nation he that feareth him, and worketh righteousness, is accepted with him.
Romans 2:11 For there is no respect of persons with God.
Deuteronomy 10:17 For the LORD your God is God of gods, and Lord of lords, a great God, a mighty, and a terrible, which regardeth not persons, nor taketh reward:
Job 34:19 How much less to him that accepteth not the persons of princes, nor regardeth the rich more than the poor? for they all are the work of his hands.
Salvation Offered to Whosoever Will
John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life. 17 For God sent not his Son into the world to condemn the world; but that the world through him might be saved. 18 He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.
Basically, prior to faith in Jesus Christ and being born again, we are condemned already because we are born in the sin that has been transmitted since the Fall of Adam and Eve in the Garden of Eden. Being born again removes a person from being born in the fallen Adamic state of the first Adam to being born into the family of God through Jesus Christ.
Titus 2:11 For the grace of God that bringeth salvation hath appeared to all men,
All is “all”. Whosoever will, may come.
Revelation 22:17 And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely.
