There are street smarts proverbs like “don’t count your chickens before they are hatched”.
Below is a proverb that applies today, “Let not him that girdeth on his harness boast himself as he that putteth it off.”
Here is the same verse in the Contemporary English Version (CEV).
I Kings 20:11 (CEV) Ahab then answered, “Benhadad, don’t brag before the fighting even begins. Wait and see if you live through it.”

One thing about prayer is that we have to ask according to God’s will (vs. 3 below).
James 1:1 From whence come wars and fightings among you? come they not hence, even of your lusts that war in your members?
2 Ye lust, and have not: ye kill, and desire to have, and cannot obtain: ye fight and war, yet ye have not, because ye ask not.
3 Ye ask, and receive not, because ye ask amiss, that ye may consume it upon your lusts.

It doesn’t matter if the words are changed from “war” to “skirmish” to try to skirt the Constitutional and international law. Facts are facts and the international community judges on the facts, not on sound bites and tweets.
There is a definition of a just war. “Just war is warfare that is justified by a moral or legal tradition. (Source)” That did not occur within the thinking of the United States when it went to war.
